What I think this quote is saying is that when a man doesn’t have goals or doesn’t know what hes doing in life doesn’t know were hes going or how to steer his life and take control of it. When you have a goal you have like a vision of that your life is going to be sometimes it comes out exactly like you wanted and sometimes it doesn’t but you know what to do next. A ships rudder helps it go and steer just like your goals in life, if you have the right goals you will steer yourself into success and the life you wanted.
